What is the legality and requirements for online business?

I am starting a site which will feature mostly Pay Per Click type advertisements. Much like a blog, it will not sell anything directly and will only seek revenue through third party advertisers. What must be done locally or nationally to comply with the man? I am out of CA. So far, nothing on the web clearly explains online rules for such situations. Are there actually any guidelines for such "business"?
