How can I be sure I know his intentions?

Ive been talking to this man for a couple weeks. we have not even kissed yet. im really confused as to his intentions though. i did a huge mistake and ran into him wasted one night,he saw me,im so embarrased.not to mention when i got home that night i called and begged him to come hold me,he said i was too drunk.i called naxt mornng and left vm apologizing.he called back 2days later and left vm.i did not call back.then he called again the next night at 1am drunk saying he was dissapointed im not answering.i have yet to return his call.would you?does he seem interested in me besides at all?what would you do?
