Very poor lawn recommendations please?

We have moved to a new house approx 18 months ago much ofthe turfs on the front and back lawns has died. I have little experience but the bare soil looks impoverished? Are there any test that can be done and what is the best course of action to restore the areas What is the best fertiliser and time to seed Thanks for your advice G
