At the end of the 17th century what could VA best be described as?

If I had to guess, I would say diverse commercial enterprise that gave large profits to the crown. But, there were plantations in Virginia before 1700. I do know that black slaves didn't become big business until the 1700's and 1800's. Before that, lots of Europeans arrived in the new world as indentured servants. I am not positive though, but I think I have it right.
